A fragmented and neglected precinct is consolidated to form a new riverside park for Western Sydney. Within this, three programmatic volumes are added – a theatre (block), a conference centre (slab) and an arts incubator (tower) – to form a new cultural and civic centre for Parramatta. These volumes are placed to address the river, the city, an existing heritage bridge and a new urban plaza.
